Support from top management, the strategic vision of founder Azamat Utegenov, and a comprehensive risk management approach enable the investment and industrial holding Elaman Group to build a modern model of corporate and operational security. The company’s key principles and priorities are discussed in an interview with Yerkin Ilyasovich Inkarov, Security Advisor and Head of the Corporate and Operational Security Department.
– Mr. Inkarov, please tell us about your role at Elaman Group. What are your responsibilities as Security Advisor?
– My primary responsibility is to develop an integrated corporate and operational security system. This includes protecting personnel, assets, and infrastructure, preventing production risks, ensuring compliance with internal regulations and legislation, and managing crisis situations. In the gold mining industry, security is a strategic function directly impacting business sustainability and reputation.
– What role does founder and Managing Partner Azamat Utegenov play in shaping the security system?
– From the very beginning, Mr. Utegenov established a fundamental principle: security is not a supporting function but a strategic priority. He believes that business sustainability is built on transparency, discipline, adherence to international standards, and personal accountability at all management levels. Security is fully integrated into investment decisions, production strategy, and corporate policy.

Zero-Risk Culture at “Elaman Group”
– What makes security in the gold mining sector unique?
– Gold mining involves elevated risk levels, combining industrial safety, precious metals control, remote site protection, logistics security, and environmental responsibility. Our holding cooperates with Elaman Group Security, which ensures site protection and operational support.
– What are the key threats facing mining companies today?
– Risks can be grouped into four categories:
A) Operational risks — accidents, injuries, technical failures.
B) Economic risks — theft, fraud, abuse.
C) Information threats — cyberattacks, data leaks.
D) Social factors — personnel and regional risks.
– How important is corporate security culture?
– It is the foundation of the entire system. When leadership demonstrates personal commitment, employees perceive security not as a formality, but as a core value.
– What are your priorities for the near future?
– Further development of risk management systems, integration of international standards, and strengthening responsibility at all levels.
– What does security mean to you personally?
– Security means stability. It means employee confidence, partner trust, and long-term business development. I served many years in senior operational roles within Kazakhstan’s Ministry of Internal Affairs, most recently as Head of the Criminal Police of the Almaty Police Department. I understand security in both practical and strategic terms.
Our strategy is proactive — minimizing the probability of incidents.
